In order to download from Internet Explorer at Windows Server 2008 R2 when you are otherwise blocked:
- Type "Server Manager" at the start menu to bring up the Server Manager.
- In the "Server Summary" that initially appears for the content in the pane, there will be a "Security Information" subsection with a "Configure IE ESC" link in it. Click the link.
- Set the "Administrators" option to "Off"
